Western University was established by Sub-Decree No. 72 on November 17, 2003, by Mr. Te Laurent. In the same year, Mr. Laurent also founded Western International School. In 2005, with the approval of the Ministry of Education, Youth and Sport, a branch of Western University was established in Kampong Cham province. Mr. Laurent, the Rector of Western University, graduated with a degree in Economic Sciences specializing in Finance and Banking from the Sorbonne University in Paris, France.

The University continues to strengthen its operational structure and academic processes to provide high-quality education in support of the human resource development needed by Cambodia. To achieve this goal, the University has initiated a program to further improve the quality of its teaching to reach international standards.
